Unfortunately, the sledgehammer approach of applying tariffs by country (and based on trade deficits rather than that country's actual tariff rates) rather than by product means that they can't be justified by economics. Tariffs targeted to specific products that are being sold at below-market prices due to government subsidies, etc., are fair game IMO, but this overall approach makes no sense. Speaking as someone with a degree in economics (albeit from many years ago).
There are many reasons why a country as large and wealthy as the USA might have a trade deficit with another country, and not all of them indicate "unfairness."
Someone call Smoot and Hawley, their ghosts must be apoplectic right now.
