    It does have the red outer case, yes.

    About the hands:

    The Alaska Project begins by NASA engineer James H. Ragan and 'Alaska' was not related to the Alaska state, but the code name for this project. Therefore, it all began as a project developed by/for NASA.

    In fact, in 1969/1970, Omega started to develop a Speedmaster which was called the Alaska project (it had to withstand extreme temperatures, especially those on the dark side of the Moon). The project title Alaska was from then on used for every assignment they did for NASA, like the one that was re-certified (1978 and the base for the 2008 re-issue) for the Space Shuttle missions, already showing these particular hands.

    That may help to explain the 'rocket' hands.
