This is interesting. I think it's a paper wasp - we have them here as well. I wonder if it is planning to use the pepper skin as material for its nest? We actually see these guys pollenating flowers as well. I haven't seen them eat the fruit. Yellowjackets, on the other hand, I do eradicate. They eat fats and proteins, so they make our outdoor meals unpleasant. We use the non-toxic bait traps (with pherimone bait), and they work very well.
